When the term is used, it's mainly used to describe the middle class and lower class.

I feel like it excludes the working poor. I don't think it has anything to do with people working hard for what they get/earn. It isn't used as an insult/bad thing like you seem to be thinking it is.

I don't know when it switched but people used to just say middle class instead of working class. I guess because over the past decade or so the middle class has been shrinking so much to the point that it doesn't exist all that much anymore. Maybe that's why they started to use working class instead.
