It is an emergency exceptions. Generelly you need congressional or just presidential approval ( although us military has been dispatched outside the us before without congressional approval such as in Kosovo).

Why? What would be the consequences?

Russia has already blocked EU action on Assad while buddying up with him in a effort to make Russia relevant again (while the US wanted to go in); Putin talks **** about the US all the time. He doesn't listen to us or work with us anyway and likes to flex nuts - he is the one most worried about being embarrassed, so I don't think the US would test those waters - we often back off when Putin is hard up.

Anyone calling for a no fly zone is simply posturing at this point. 8 of the 10 GOP candidates who ran for the presidency were for it. John Kerry is pushing for it. Some of our biggest allies are pushing for it.

It's basically puffing out our chest. Without full UN and US congressional approval it'll never go anywhere.

Re: Russia? Since the break up of the Soviet Union they are not the superpower they once were. They are ranked #5 in military strength based on number of troupes but their military infrastructure has badly broken down and they are still trying to crawl out from under a massive recession that's killed their economy.
