Well, yeah. It's a utility, so we have water bills and ****. Same as we pay for power (although here in Virginia, the power company is state-owned), gas, etc.

You'd pay for your water either way. I mean, either it's gonna be on a bill or it's gonna come from your taxes. Bills make more sense I guess as the cost of delivering water to you will vary depending on the municipality in which you live.
Here we generally pay it four times a year. The size of the bill depends on the price of water that year (determined by how much it costs to deliver) and the size of our house (estimates how much we use). If we think we use less than estimated, we can install our own meter and then pay according to actual use instead.

I personally do not pay for water or electric (only cable/internet) as I live in Army housing. But for the most part, yes, people pay for their water. It's possible too if you have your own well not to, but those are becoming fewer and far-er in between then they used to be.
