It isn't naive. I work with hundreds and hundreds of businesses who struggle with all kinds of problems. The biggest thing they all have in common, however, is that the people who run these things are passionate about whatever it is they do. The ones that have actual infrastructure / employees and all that jazz want to create their own business cultures different from what corporate America offers, which is ****. Plus the vast majority of them really do want to provide the absolute best they can at the local level.
