They do, but almost exclusively because most people don't have time to actually review an issue, and they'll (people) gut vote on something they believe they understand.

I'm no policy wonk, but the amount of things people will talk to you about as if they're experts, when they have a horrifying lack of factual knowledge, is mind blowing.

As one of my professors once said to me, if you walk into a Physics 101 class at any University, most students believe the instructor knows more than they do. If you walk into any politics course, about 50% of the students believe they know more than the professor. And while it's pretty hard to prove that, I'm inclined to believe it. Some of the things that have been said to me at parties with a straight face are jaw dropping.
