I live right next to a city that did pass such a ban. It's not because they're particularly religious, it's just a tourist city that apparently wants to project a family environment. They generally do wear belts. It's how they keep them around their thighs rather than their ankles.

But in terms of the topic, it seems like it's turning into a nanny state. Next you will be told what clothes you're allowed to wear and how your hair should look (North Korea anyone?).
