Considering that its based off the MA model, then yes, you would. If you don't have insurance, they're going to tax you for what we assume your costs to the state are going to be.

Why a President Romney would be bad for women | Washington Times Communities

The more I read the more horrified I get. Would leaders get away with this in other western countries? Certainly not in New Zealand, we are very liberal and there is a lot of support for women and whatever choice THEY make with THEIR bodies.

Considering that abortion is illegal in virtually every nation in Central and South America, I would say, yes, leaders would get away with it in other western countries.
