EDIT: How is the difference between a Represenative and a Senator anything but relevant?

I think you mean that Ron Paul is a Representative. Congressman is an umbrella term for Senators and Representatives.

But no one would call a Senator a "Congressman." Its colloquially known to be Congressman for House members.

I'm pessimistic about this; loopsholes is a subjective term, and all those loopholes have been put in place because some group of individuals finds them to be fair and beneficial and will whine and bitch a great deal if they get taken away. Example: mortgage deductions, tuition deductions, etc.
