To some extent, yes. The spirit of his words are reflected solidly in Republican policy just 10 years ago. It's not like it just went away, there's some compromises that have to be made in rhetoric to maintain swing voters and moderate republicans. There are plenty of moderate republicans in leadership that agree to abortion exceptions in cases like rape... but those politicians often get pushed out by stock republicans (e.g. Boehner). Romney had somewhat moderate abortion views despite liberal media smearing him about it - which is why he made a good nominee for the general.
