if it's universal of Muslims to wear burqas or at least a hijab it should be enforced in all Muslimic nations, no?
obviously not here or Indonesia (world's largest Muslim population) - heck the Muslim Indons can ever wear miniskirts and low-cut dresses |

it's universal of Muslims to wear burqas if they choose to follow the Quran but just like with all religions there are followers that don't follow every single thing that their holy text states.

That's basically right. A lot of middle eastern women are liberal enough that they don't wear them. Although I think that's a social rights issue more than a religious one in most cases, based on what I've seen.
