I think all that BBC story can prove is that maybe the identities of the hijackers were false, possibly using stolen passports of other people. Didn't one of them say his passport had been lost? That doesn't prove that they're the hijackers at all, just that some of the people (possibly now mistaken) as the hijackers are still alive, and they would be, as they, well, weren't hijackers. Identity theft as well as aircraft theft? Wow!

IDK I think some of the Project MKULTRA experiments got pretty bad too.
