I think it's the worst thing in the world to be afraid of your parents, they're the people who are supposed to protect you and make you safe, not the other way around. :\ That's why it's important to send a message out (because really, that's all it is, a message from the state, I mean it's not likely to get enforced rigorously) that there is no excuse for physical abuse.
