You mean "comparably"? "Comparability" is a noun and I'm pretty sure you were struggling for an adverb. Why you settled on a more obscure word is beyond me though.

Theoretically, yes. However, legalization as we've seen it in the states has come with incredibly restrictive regulations in order to appease the other side and those regulations don't allow anyone who isn't already a mogul to join the industry. It's very similar to the moral panic around GMOs and how they're so regulated that the only people who can afford to research and distribute them are Monsanto.

i remember reading an article stating that one legalized, both recreational and medicinal marijuana in canada will be taxed at the same rate. i can't seem to find the tax plan atm though.
