However, legalization as we've seen it in the states has come with incredibly restrictive regulations in order to appease the other side and those regulations don't allow anyone who isn't already a mogul to join the industry. It's very similar to the moral panic around GMOs and how they're so regulated that the only people who can afford to research and distribute them are Monsanto.
