So your solution is to put meters everywhere? So when the meter runs out it’s the same thing isn’t it? The purpose is to give everyone a chance to park in the public sphere.

I'm going to assume you're talking about areas where a decent amount of parking turnover during business hours is expected, and where folks shouldn't be abusing those slots by using them as a parking lot space. Ya, put meters on those.
