That's pretty much what I've been saying. It's not the general populace being terrorists that allows for death sentences for blasphemy, it's a climate of relative religious conservatism that allows the more extreme elements to flourish. Without that the real nut jobs wouldn't have the environment necessary to become as extreme as they are. Your average American may not be a Born Again Evangelist, but they are more religious than, say, your average Swede, which allows for our more conservative outliers to be even more conservative than they would be there. So even if your average Pakistani is relatively moderate, they still help to produce the current religious climate, even unintentionally.

I have to say that I think both sides are as guilty as each other. However, I am fully against the bombing of civilians and innocent children. The sad thing is we can't do much about it. I don't think they will listen even if western countries intervened.
