In the majority of stories that are reported by the news there is something that is left out.

I'm pretty sure she had a good reason to do it based off of something she felt may have happened or maybe she had proof that something else happened but that still doesn't justify what she did. She could have beaten him up or something but to cut off his member was a bit much and not just cutting it off but to be as malicious to throw it in the garbage disposal so there is no hope of him getting it re-attached.
