unless im misunderstanding here.. hypothetically I could make a drug, ensure that it doesn't kill animals or 20 people and then, without any actual studies done on specific condition or disease treatment, say it might cure your cancer and sell it to dying people?

who's responsibility is it to market/administer these drugs? is it doctors recommendations or just some guy in a van driving to hospices selling death sticks?

You can already do that a la alternative medicine, but those with the authority to distribute medicine (docs) can lose their jobs for prescribing non-approved treatments.

The company is the one that markets the drugs/treatments to the doctors (and patients for brand awareness) who are now authorized to prescribe them.

The Fed just proposed a plan to make life easier for banks by loosening the 'Volcker Rule'

Would be a good move imo, this rule has contributed quite a bit to the corporatization of the banking industry (well, more corporate than past decades, that is).

point of the rule is to curb bets with depositors money that contribute to financial collapses being catastrophic

Small banks were getting in on that action too. The number of banks in the US has been almost cut in half since 2005 despite levels of debt owned by banks increasing. Less banks on the market make investing in smaller businesses and banks more expensive, playing right back into the hands of the big wigs, basically. Rich done getting richer.

The softening of the rule will actually bring it back to its original form from before it got bogged down by industry lobbyists.

DWV, the older you get the more closed the window into your ideology becomes. The concrete hardens more and more with each passing year.
