This driving me nuts!

There is a song I like very much and I know I have in in my music file but I can't remember the name of it.

I am hoping that someone in her might be able to help me.

The song is about an old sailor/fisherman that lives in Amsterdam and his wife looks after him. He is going senile and she tells of his thoughts as he watches the boats go by.
