Play locally and create a buzz, then try to get on local radio stations, per that buzz. Be like, "We just had seven million people at our show. Please play this track."

Do you guys think it is necessary to have a video that goes along with the tune on Youtube, or is it enough to just post a song on Youtube with like a stagnant picture?

According to if you are playing a guitar with one take or if it is a whole production done with tracks.

Create a profile, and listen to other peoples music on the sites, and most importantly, comment on their music. Forums are another good way of networking. Depending on what instrument(s) you play there are hundreds of forums out there to accomodate any instrument. For example, I play guitar so I've joined 4 or 5 guitar oriented forums over the years and have had some great learning experiences through them as well as adolation for my craft.

youtube soundcloud and sharing tracks on facebook seem to work, but must of mine get heard by just playing for people and selling CDs.
