I haven't listened to Der Blutharsch, but your description can be applied to Laibach and Death in June (in the early phase).

This quite easy-to-do stuff:
take a "Noisy" loop, import in the sequencer and apply a loud Distorsion on it. Then you repeat the same loop for 3 minutes while inserting a break every 16 measure (a Sci-Fi film sample most of the time)... roughly ... and you got your Industrial track !

Dont try this at home especially if you live in a building :-))
