I don't know if it was still around when you showed up. It was basically you and Frown on any given day but without even the appearance of discouragement except it could break out between any two members so long as one of them had knocked back a few beers and was looking for a scrap. And any disagreement could become a forum war so long as one or both members had standing in one of the site's cliques.

While I'm not in any way advocating or asking for a ban for anyone, I feel that it should be noted that someone here has broken the rule quoted in the OP, basically trying to bait someone else into a flame war or to try to push them off the forum through harassment. We all know who I refer to. Can it please be reiterated that this is not acceptable behaviour, especially when it clearly affects the targeted member so seriously?
