It's possible to jam with him and not have him in the band. Give it a shot, he might add an extra flavour that you hadn't thought you guys would've cooked up. If he's not a right fit, keep him as an occasional jam buddy and regular mate instead of a bandmate.

Not to mention that the age difference is ridiculously small. No idea why you make such a big deal out of it.

The solution is quite simple, tell the bassist you don't want his brother in the band but don't tell him that is because he is ugly (i can't believe that's even relevant to you) tell him it's because you don't want to change the dynamics of the group.

But like Frown said, maybe you should keep an open mind about him.
