I think it really depends on context. If there's an existing thread that gets posted in on a fairly regular basis, then I think we should stick to that one and new threads about that artist should be merged into it. On the other end of the spectrum, if the only thread about a particular artist is ten years old with only a handful of posts, then I think it's fine to start a new one. Everything in between is a judgement call.
