I think he means Jay is here to lean the flow of our particular forums. If he's here to advise on the direction of the forum, he's going to have to get a sense of things around here first.

If thats the case, I can't see why he would need to be, nor how he would provide a benefit from being, modded right now.

My best guess (this whole thing hasn't been explained fully to us at this point) is that he's supposed to be getting the hang of all the aspects of the forum, including modding. There isn't a benefit of waiting for him to become a mod when it's part of what he needs to be looking at for whatever purpose regarding the future of the forums.
