Some people have big, animated ones with hot butts in them (or oxymoronic skeletal ghosts). Mine is limited to 80 pixels square. What gives?

the moderators used to be able to set animated/large avatars for others (which is the only way non-moderators could have them), but now they can only do it for themselves
