Avatars? (members, Ching)

I've been searching and looking, but can't find an answer:

How come some people have like big avatars, but the limit for me is 80x80?

Is it like a post-count or something once you get X amount you can have X big avatar?

Bigger avatars were given to members on request, but moderators are unable to upload larger avvies since we had a forum upgrade last week...ish.

Wouldn't an upgrade be like more space = bigger avatars though?
