Underrated = When a certain part of, or the whole, output and/or artistry is bypassed by the public in general and/or the general fanbase and instead gets a hard time based on overexposure of a certain other part of the output, alternatively not being recognized at all.
Overrated = When a certain part of, or the whole, output and/ord artistry is lauded by the public in general and/or the general fanbase, albeit unproportionally to the actual artistic value and/or musical significance of the output.

I'd just put it this way:
Underrated = When the quality of an artist's music exceeds their level of recognition.
Overrated = When an artist's level of recognition exceeds the quality of their music.
