To be clear, "legalizing" it under current proposals doesn't mean everyone could just grow their own.
You could grow a small amount yourself, but any amount meant to be sold requires a license that the government subjectively decides who gets one. Just like alocohol. Who can get a license to produce alcohol in the US? It is very difficult.
Also, it entails very strict punishments for transporting it (If you grow your own, how are you going to take it anywhere?), or having it near people less than 18 or 21 years old, sometimes in a way you can't control.
If you live in an apartment and have a small amount for personal use, which is legal, how can you control if there is a minor in another apartment in your building that has nothing to do with you? And if this penalty is 5 years in prison, what the ****?
