Although I really doubt that it's as common as people think, and I chalk up most of the second hand accounts people tell to urban legends originating somewhere down the line from a far smaller amount of actual cases.
Anyway, regarding minty smelling weed, it's quite possible that it was stored with something that smells like mint. It's not uncommon for people to scent weed as a way to market it, or for personal use.
Whether it's laced or not, there's really only one [easy] way to find out. I wouldn't throw out the bag without taking at least a little bit to be sure.
