Television put a lot of their musicianship on display and in a way I don't find consistant with punk rock, while talented punk bands exist, they tend to restrain themselves to some extent in order to fit in with the "code" of the genre. Television never thought of themselves as a punk band so they never did that, they weren't afraid to jam.

I would agree that proto post punk is pretty much the best way to describe it. Their sound really didn't have much in common with other punk music from that time.
