I'm no rap expert, and I've only heard a limited number of songs from either of these guys, but I personally like Tupac more. Biggie seemed more like some sort of gangsta novelty bling rap (yeah, I'm not sure what it means either), good when you want to get down at a club but not really for normal listening (not for me anyway). Tupac is just easier to listen to and has better flow.
