No they're not.
Having one analog stick and one D pad at the bottom and one analog stick at the top instead of two analog sticks at the bottom and one D pad at the top is a big enough difference for me to prefer the 360 controller.
But, I don't like either button layout as much as the Gamecube controller, or the N64 or Dreamcast controllers for that matter.
Probably my favorite thing about the GC controller is how much it differentiates all the buttons giving them different sizes and shapes. I never
ever confuse one button with another. A problem I frequently have with the other controllers.
