2C's variants could well fall under that umbrella.
Normally small quantities of analogues don't attract much attention, but possession of large quantities carries the intent to distribute penalty, and won't be overlooked, even if the specific drug isn't scheduled but is considered an analogue.
The Analogue Act effectively banned any substance that exists or will exist that has similar properties and effects to known illegal drugs.
They did that because there's no way they could keep up with the drug culture.
