There has to be a bigger standard for hip-hop than that. Soulja Boy's music reflects dance music, and there's no problem with that besides the fact that it's classified as hip-hop.
On the occasions when he does speak extendedly and supplies verse, I suppose you can classify him as hip-hop. But on songs like 'Crank Dat', it's the bare minimum of all of the qualities of hip-hop. To me, he just borders on trying to be too accessible and puts bare amounts of effort into anything.
