Yeah, 'The World At Large' is a great tune and thusly is the first real song on the album. 'Interlude (Milo)' is exactly what it's called, an interlude. You could make the argument that just about any interlude is "filler". As for 'This Devil's Workday', it's obviously unique, but I thought that's what Modest Mouse fans want? That song clearly paints a different picture than the status quo that Good News is a mainstream album...
