No, it's a new brand of comedy called improv that was missing in some of the great Sandler/Carrey movies from the 90's. I'm not really sure what the origins of improv were, but I remember it started coming into mainstream culture with the show Whose Line Is It Anyway? and used to perfection on Curb Your Enthusiasm, then in a lot of Will Ferrell movies (master improviser) and used very skillfully in Apatow's movies.

Imo, the best kind of comedy is when everyone in the scene is on the verge of bursting out laughing. Often the funniest things in comedies are not the lines themselves but people's reactions to lines. Ben Stiller makes good use of this. Obviously, they edit the movies by splicing together many takes, so you can't really tell the person was fighting back tears to keep from laughing in the scene. Just the air of humor on a set translates well to the audience, and you can tell when they're having a good time making it. Especially in satire they usually go way over the top with improv, like Will Ferrell in Anchorman, but most of it was so damn funny it had to stay in the final cut.
