I think you're wrong about that one. Meet the Beatles, Beatles For Sale, Hard Days Night and Help! are all excellent pop records. And just about any true Beatles fan will tell you that.

I mean in 64 they released Not Fade Away , It's All Over Now , Time Is on My Side , Heart Of Stone & Little Red Rooster as singles. If your going to count the Beatles 'good' stuff from 63 with stuff like I Want to Hold Your Hand or Love Me Do, then I think the Stones can be given those songs.
