Oregon Dad Uses Dog Collar to Shock His 4 Children, Police Say

An Oregon father allegedly used a dog shock collar on his four young children because he "thought it was funny," the Statesman Journal reported.
Salem Police Lt. Dave Okada said 41-year-old Todd Marcum wasn't punishing his kids. Marcum was jailed Tuesday on four charges of criminal mistreatment, according to Okada.
Marcum allegedly acknowledged putting the electronic dog collar on his four kids and shocking each of them at least once, the Journal said.
The children, ages 3, 6, 8 and 9, are in the custody of their mother.
The case has been referred to state Department of Human Services.
