Outside of Sigh I haven't really heard much Japanese black metal. They have some great black/thrash though like Abigail, Barbatos, and Sabbat. Truly bestial, maniacal stuff.
The french scene is an interesting one, in my opinion. There are some top notch acts like Peste Noire, Vlad Tepes, Mutiilation, and Seviss. They also seem to have their fair share of garbage. From the norse rip offs to the bands emulating this "Orthodox" sound that has become so popular in Sweden.
