Offer your services on filmmaker sites/forums/etc, and be willing to work for cheap. If you play instrumental music, and if it conveys some sort of emotion/feeling/whatever that would fit with someones film who is aware of you, you have a chance. If you wan to get your music played in a non-independent film, your chances are slim at best. Most studio backed films either use popular songs for the soundtrack or an established composer and/or orchestra. If you don't play instrumental music, good luck even getting your music into an independent film. You still could do it, but only if you really advertise yourself, if you're skilled, if you know someone who could get your music into a film, or incredibly lucky. It would help a lot if you were willing to write/compose music specifically for the film/tv show/whatever.
