'Filler' is where the song was made simply to fill an album. Merely having a lot of songs on a long album does not in itself 'come across as too much filler'. The song would have to be of such a level of mediocrity and
banality that it necessarily must have been written for the purpose of filling up an album.
HTTT as far as I'm concerned does not have a single track of filler on it. It might have songs that aren't that great, but they weren't made just to fill up an album - Radiohead were trying to do something substantial on each track. Else, a band like them would have made the album shorter.
