I think the Sex Pistols made the best album, and the Ramones made more good music. Peak value versus career value? It's a hard call. I'd give the edge to the Pistols, since I listen to Never Mind The Bollocks more than anything from the Ramones.
Love both bands, though. Both are absolutely essential. They both had great pop aesthetic.
