No...they were
not, I repeat,
not punk. They started out very early on playing a very peculiar (and extremely mediocre) form of punk/art punk, yes, but the music they are actually
known for is simply not punk and there's no way around it.
Music journalist Jon Savage, one of the screenwriters of the recent 2008 Joy Division documentary, probably put it best when he said:
"Joy Division were not punk but were directly inspired by its energy."
They moved away from their punk rock influences pretty early on and created the dark, sinister sound that is their trademark - in the process, becoming one of the most important initiators of the Post-Punk movement. Their best known song, Love Will Tear Us Apart, is pretty much Synth-Pop.
