Why do you think Metal isn't more aggressive?
Certain subgenres of metal (generally those I don't listen to) can be quite aggressive, but most proper metal has more epic than angry or aggressive undertones and it feels very calm and serene. Of course that calmness could be within a storm. But good metal shouldn't need to rely on anger.
