Assuming we all agree that The Ramones were the first punk band, The Ramones weren't angsty or angry, and hardly political, if at all, and they were just making faster, heavier three chord pop-rock. Then The Pistols, The Clash, The Skids, etc, etc came on the scene and brought politics and pessimism to this trend.

That's probably because they lead into the inception of the genre by only slightly deviating from the normal pop music at the time. It started as pop, then went to pop-punk, then punk afterwards. So basically it started as a crossover genre.
