As good as The Who are and as much as I like them, I have to say they didn't just invent Rock.
Genres aren't invented.

A word about The Who being mods...like The Who, the mod movement began with black American R&B.
They didn't "become rock n roll" either, the genuine mod types continued through Soul, Northern Soul and more loosely, Ska.

You really should do your homework ADELE, instead of making threads about something you only have a vague idea of, topped off with what appears to be your own imaginings.
