Well prog folk is a broad term, it could be used to describe both prog rock bands with folk elements or folk bands with progressive elements. So in that sense, Blackmores Night could be considered prog folk even though they don't fit the discripion of a rock band, and at the same time Jethro Tull could be considered prog folk as well, since they have varried between rock albums and folk albums, all with a good dash of prog.
