Stealing licks is what the blues is all about. I guess the blues sucks.
You need to realise that the pentatonic blues scale is so basic that the variety of notes is very very
very limited. With there being so damn many blues musicans and so many blues songs, its only to be expected that a lot of blues licks sound virtually identical. The material is just
that generic. Generic to an extent that it can't be attributed to just one musician, if Page did rip somebody off, odds are that guy also ripped somebody off, and so on, resulting in a chain of "ripping people off" that goes straight into oblivion. Thats simply how traditional genres of music work.
