Well I much prefer Ministry to NIN and there are plenty of reasons why.

I can see where you are coming from with the NIN more popular thing but in my case when I first heard of both bands it was Ministry who were the bigger band. They were getting loads of media attention from the release of Psalm 69 and going down a storm every night on the Lollapalooza tour. In comparison NIN had released Petty Hate Machine to seeming indifference & you were lucky if you saw Head Like A Hole get a couple of plays on late night music TV.
The main thing I prefer about Ministry is that they seem more multi layered than NIN. My biggest problem with NIN is that I don't see much difference in the material. It just seems to be one self pitying industrial type whine after another.It's just too po faced & stoic for me to muster any enthusiam to listen to it.I remember the first time I heard The Downward Spiral. I fell asleep halfway through I was so bored.
In comparison I find Ministry to have a lot of humour in their work , one minute they can make some bone crushingly brutal political statement , the next they'll make some nonsense song like Jesus Built My Hot Rod. Stuff like that breaks up the album & gives it a bit of variety.
Added to that Ministry also use a lot of people like Gibby Hayes , Chris Connolly , Jello Biafra , Martin Atkins and to come in & keep things fresh & give things a bit more variety.
That's not to say they're perfect. I hated Filth Pig so much I don't think i've listened to anything they've made since.
But I would always choose Ministry over NIN.
