3) Your niece appears to have been being supervised by a lunatic. I think that is ample cause for complaint, that the teacher sounds genuinely nuts.
Tell your relevant sibling that they should talk to somebody important at the school and see how many times they can get the phrases "THINK OF THE CHILDREN", "WONT SOMEBODY PLEASE THINK OF THE CHILDREN?" and if they're really lucky "I BELIEVE THE CHILDREN ARE OUR FUTURE" into the conversation.
